Downtown, East, South Sacramento, and West Sacramento Communities

Vision Statement

The vision of the River City District is first, to provide a "safe haven" where our young people are taught ethical decision-making and skills for life; secondly, to embrace the cultural diversity of Sacramento and work with local organizations, community groups and the business community to provide quality values-based character education to the youth we serve.

Mission Statement

It is the mission of the River City District to work with local organizations, community groups and the business community to organize and support successful Scouting units that embrace the cultural diversity of our community and provide quality values-based character education for the youth of Sacramento.  It is the mission of the Golden Empire Council to provide quality values-based character education for the youth of California’s Heartland. It is the mission of the Boy Scouts of America to serve others by helping to instill in young people and in other ways prepare them to make ethical choices over their lifetime in achieving their full potential. The values we strive to instill are based on those found in the Scout Oath and Law.

Objectives of the District

River City District is located in Sacramento and uses boundaries consistent with those of the Sacramento City Unified School District, which incorporates portions of both the City and County of Sacramento.  Our district has 16 Cub Scout Packs, 10 Boy Scout Troops, 3 Venture Crews and 3 Sea Scout Ships and more than 1000 youth registered and 475 adults involved in the Scouting movement as of 2001.  River City District will take on the responsibility of civic leadership and will accomplish its’ mission by achieving the objectives below:

Recruiting leaders from the community who will share their leadership skills with the Scouting program and provide and sustain quality age appropriate programs in the communities it serves by:

  • Establishing a Cub Scout Pack for every elementary school in our District.

  • Establishing a Boy Scout Troop for every middle school in our District.

  • Establishing a Venture Crew for every high school in our District. Raising our fair share of the Council budget through the annual Friends of Scouting campaign and by product sales.
  • Effectively communicate the "Values of Scouting" in partnership with local organizations, community groups, and the business community.
