Eagle Scout Advancement

Eagle Scout candidates should first start with their unit's Eagle Scout coordinator for help understanding the Eagle Scout process. If your unit does not have an Eagle Scout coordinator, contact David Kimball, Capital City Advancement Chairperson, for help with the Eagle Scout advancement process.

Request a "Temporary" Eagle Time Extension

David Ishikawa attended the February 2019 BSA's Western Region Meeting. One of the topics discussed was the one-time extension for Eagle Scouts and Eagle Board of Review. A one-time extension is in place to allow girls (and boys in specific situations) to earn their Eagle Rank beyond their 18th birthday. The extension can only be granted through December 21, 2019. Please click EXTENSION for information on the extension process. Also discussed was the first Eagle Board of Review for girls which will be held in October 2020. All BOR conducted that month will be dated with the same date in October, hence a class of first lady Eagles. Although this will effect only a very small group of people we need to be prepared to deal with the extension and the BOR for the girls.

"As you are aware, there are ‘new, temporary rules’ in place which will allow girls (and boys in specific situations) to earn their Eagle Rank beyond their 18th birthday. There is a very specific process to apply for this time extension which begins with the eligible youth requesting permission to use the time extension of her (his) Scoutmaster, and the Scoutmaster actually applying electronically to request the extension. The extension can be approved ONLY by the BSA National Office and will be granted only if requested. Please see the attached document which explains the step-by-step process for requesting the extension.

During the Western Region Winter Meeting (held in Palm Springs, February 20 - 22), there was considerable concern expressed that some otherwise eligible youth might not be aware of the need to request this time extension, miss the deadline, and be very disappointed. There was also some concern that this could lead to very bad press. So, it was suggested that each council take proactive steps to make sure all eligible girls (and boys) be notified — perhaps more than once — about this ‘opportunity’ and that it is made very clear what the process is, and to also make sure the adult leadership is aware of their role in processing the requests for time extension.

Realizing that this time extension will impact only a few individuals in each council, and each council will have the ability to generate lists of eligible youth (and their troop leadership), it was suggested that — in addition to newsletters and ‘general mailings’ — it might be appropriate to send individual notifications of the process over the next several months. It might also be useful to create the report from (see instructions at the end of the attachment) listing the “approved” youth and give this report distribution to the troops with eligible youth as a means to catch anyone who is overlooked in getting approved."

Merit Badge Counselor List

The Golden Empire Council does not maintain a council wide Merit Badge Counselor (MBC) list as this information is maintained by the individual district's advancement committee. The Capital City District MBC list, and password, is provided only to troop Scoutmasters, crew Advisors and/or the unit's advancement chairs.
